【摘  要】经过近四十年的发展和完善，我国的环境标准已形成了“两级五类”的完整体系。基层监测人员在执法监测中对环境标准的选择，要结合环境影响批复和污染工艺、排放去向进行综合考虑。在排污许可证上载明的污染物排放浓度与排放标准中规定的浓度限值不一致的情况下，应慎重选取排放标准规定的浓度限值。使用环境标准的基本原则是地方标准优先于国家标准，行业标准优先于综合标准，新标准优先于旧标准，地方政府文件不具有标准效力。

【Abstract】After nearly forty years of development and improvement， China's environmental standards have formed a complete system of "two levels and five categories". The selection of environmental standards in the monitoring of law enforcement by grassroots monitoring personnel should be comprehensively considered in combination with environmental impact approval， pollution process and discharge destination. In the case that the pollutant discharge concentration specified in the pollutant discharge permit is inconsistent with the concentration limit specified in the discharge standard， the concentration limit specified in the discharge standard should be carefully selected. The basic principle of using environmental standards is that local standards take precedence over national standards， industry standards take precedence over comprehensive standards， new standards take precedence over old standards， and local government documents do not have the effect of standards.

1 引言

国家市场监管总局、生态环境部联合印发的《检验检测机构资质认定生态环境监测机构评审补充要求》第二十二条规定，如果客户要求在环境监测报告中给出是否符合环境标准的判明时，相关监测人员应了解这些环境标准的适用范圍，具备基本的判定能力。当前，环境监测监察队伍实施省以下垂直管理，县区级监测站、监察大队人员的主要工作将转变为以执法监测为主，看到监测数据要知道超标与否，这就必须清楚该排污单位应执行哪个环境标准，具备较好的判定能力。
