【摘  要】当前我国的煤矿行业迈入了转型发展的重要时期，国家对煤矿行业的安全生产管理提出了越来越高的要求，安全生产标准化成为煤矿企业的重点工作。煤矿生产作业的特殊性决定了在各项生产作业中存在各种安全风险，作业流程的繁多性、要素的多样性加大了煤矿安全管理的难度。煤矿行业现代化的发展趋势下，风险预控管理体系的构建为煤矿安全生产目标的实现提供了保障。

【Abstract】At present， China's coal industry has entered an important period of transformation and development. The state has put forward higher and higher requirements for the safety production management of the coal industry， and safety production standardization has become the key work of coal mining enterprises. The particularity of coal mine production determines that there are various safety risks in various production operations. The multiplicity of operation processes and the diversity of elements increase the difficulty of coal mine safety management. With the development trend of coal mine industry modernization， the construction of risk pre-control management system provides guarantee for the realization of coal mine safety production objectives.

1 风险预控管理体系在煤矿安全管理中的作用

1.1 煤矿生产的危险源辨识和监测

煤矿生产作业的任务繁重，流程复杂，正是这一特征，使得在煤矿各项作业中存在着很大的安全风险。信息化背景下，各个煤矿企业都在积极探索新的发展路径，信息化管理成为了主流趋势，而风险预控管理体系是信息化管理体系中的重要构成。通过这一管理体系，可以有效地对煤矿生产中的危险源加以辨识和监测，针对煤矿规范化生产的作业要求，及时进行作业中一些不稳定因素的分析，快速识别出潜在的安全风险。煤矿生产作业中的危险源种类多、复杂性高，在辨识方面的难度非常大，而风险预控管理体系下，各个部门各司其职，不仅可以保障各项生产作业的高效开展，还能够实现全过程、动态化的危险源辨识和监测，因为在风险预控管理体系中，包含的现代化信息技术和监测设备非常多，可以对矿井、矿区开展实时监测，保持作业中的数据采集和传输[1]。……
