【摘  要】现代农产品期货为现代农业的发展提供了稳定性和持续性，而特色农产品产业是我国现代化农业的重要组成部分，两者结合是实现农业现代化的必由之路。论文以承德特色农产品产业现状为基础，分析当地特色农产品影响力不足、信息滞后、智库建设落后、人才储备不足、利益机制不健全等制约农产品期货推进的问题。

【Abstract】Modern agricultural products futures provide stability and sustainability for the development of modern agriculture， and the characteristic agricultural products industry is an important part of China's modern agriculture. The combination of the two is the only way to achieve agricultural modernization. Based on the current situation of characteristic agricultural products industry in Chengde， this paper analyzes the problems restricting the promotion of agricultural products futures， such as insufficient influence of local characteristic agricultural products， lagging information， backward think tank construction， insufficient talent reserve， and imperfect interest mechanism.

1 引言

特色农产品一般是指生长在特殊生态环境中品质优异的农林产品或其加工品，可以产生较高的经济效益。而以特色农产品为交易标的的期货品种就是特色农产品期货，主要起到稳定农产品产销，避免价格季节波动等作用，为推动农产品产业发展和升级提供了重要保障。可以说，农业产业化快速发展的今天，农产品期货的作用不容小觑，因此，我们有必要将其纳入我国农业现代化建设中来。

2 创设特色农产品期货的必要性

1848年美国82家商人在芝加哥组建了世界上第一个现代期货交易所——芝加哥期货交易所，它的成立使得商品交易的方式发生了革命性的变化。此后100多年里，农产品期货市场不断发展和完善，为现代农业的发展提供了稳定性和持续性。具体来说，期货市场的存在使供给方可以提前卖掉产品，锁定生产成本和基本收益，避免价格波动影响;对需求方来说，可以保证稳定货源，控制经营成本，同样减少价格波动损失。……
