摘 要：近来来，随着我国自然灾害的增多，电网的安全问题变得日益凸出。电网应急培训演练属于电力行业五大应急体系之一，它的开展可以提高电网企业抢修救援工作的效率，增强工作人员的全意识和应急处置能力，对提高电网企业应急管理水平具有重要的意义。文章介绍了电网应急演練培训管理的目的、对象和管理机构等;从资源管理模块、导演管理模块等多方面研究了电网应急演练培训管理系统的设计，并通过系统实现与仿真说名了该系统适用于电网应急培训管理。

Design and Simulation Research of Power Grid Accident Emergency Drill System Supported by GIS Positioning Technology

Abstract：In recent years， with the increase of natural disasters in China， the problem of power grid security has become increasingly prominent. Power network emergency training and drill is one of the five emergency systems in power industry. It can improve the efficiency of emergency repair and rescue work of power grid enterprises and enhance the full understanding and emergency handling ability of the staff， which is of great significance to improve the emergency management level of power grid enterprises. This paper introduces the purpose， object and management organization of power grid emergency drill training management. This paper studies the design of power grid emergency training management system from the resource management module， director management module and other aspects. The system implementation and simulation show that the system is suitable for power network emergency training management.

0 引言

电网的安全运行是关系到国家经济与民生的大事，是社会稳定和国家安全的重要保障之一。随着社会经济和环境的变化，人们对电力的需求越来越高，加之自然灾害的增多对电网的安全运行也产生越来越多的威胁。在电网电力事故发生时，电力企业的重要使命就是电力应急抢修工作，要尽快完成抢修恢复供电，保障居民正常的生产和生活。因此，为了防止停电事故的产生，提高电网应急管理水平与优化应急资源配置，加强电网应急培训是非常必要的[1]。

1 电网应急演练培训管理的概述

1.1 概念及目的

企业进行应急培训演练的目的是想通过应急培训管理演练增强企业相关人员的事故风险防范意识和能力。按照电力系统应急预案的相关规定，将相应应急人员组织在一起，在特定事件背景下进行预防预警、应急预案启动、应急响应等有针对性的训练，通过演练、培训、评估等对企业应急手段做出改进，对提高电网企业应急管理水平具有重要的意义。……
