摘要：目前，低碳经济已经逐步成为我们国家经济发展的主旋律，新能源汽车充电桩建设作为“新基建”国家战略的七大领域之一，现有新能源汽车充电桩管理尚存一些痛点，该文基于对现有新能源汽车充电桩管理存在的问题的分析，提出了一种利用联盟链技术对新能源汽车充电桩网络进行管理的商业模式。利用SWOT模型分析了联盟链技术应用于新能源汽车充电桩管理的可行性。

Abstract： Nowadays， the low-carbon economy has gradually become the main melody of our nation's economic development， new energy car battery pile construction as a national strategy of "new construction"， one of seven areas existing some problems exist in management of new energy automobile charging pile， this paper based on the existing problems in management of new energy car battery pile analysis， this paper proposes a by using technology of new energy car battery pile league chain network management business model. SWOT model is used to analyze the feasibility of consortium blockchain in new energy vehicle charging pile management.

1 背景

随着新能源汽车的普及和国家大力发展新能源汽车的政策，用户对充电桩的需求进一步增加，充电桩的分布式特性给电网对于充电桩网络的集中管理带来了挑战。在国家政策方面，一方面国家提出的新型基础设施建设（新基建）国家战略大力发展的七大科技领域中包含新能源汽车充电桩的建设[1]。另一方面，国家互联网信息办公室在2019年出台了《区块链信息服务管理规定》，这为开展区块链信息服务提供了法律法规依据[2]。

在新能源汽车及其充电桩规模方面，据统计，截至2020年6月底，全国各类充电桩保有量达132.2万个，其中公共充电桩数量高达55.8万个，位居全球首位[3]。随着新能源汽车和充电基础设施市场的不断扩大和国家大力发展新能源汽车的政策，预计五年内此新能源汽车数量还将翻一番。

在新能源汽车充电桩市场运营方面，现有充电桩投资主体包括电网公司、民营企业等众多实体，建设有滴滴小桔、车联网和阿里蚂蚁充电等自营平台，造成同一地区的充电桩管理平台不统一，数据不互通。……
