摘 要：随着我国汽车消费的普及，我国二手车市场呈现出迅速的发展势头，二手车交易形态由集中交易模式逐渐向多元化主体经营模式过渡，新老经营主体通过各种途径不断提升服务质量以适应不断变化的市场。而我国二手车市场还存在一些不规范的问题，使得一些不合格的二手车流入市场，这样不但损坏整个行业的名誉也给消费者带来了安全隐患。通过规范的评估流程可以很大程度的规范市场行为，提高人们对二手车行业的信赖度。

Abstract：With the popularization of China's automobile consumption， China's second-hand car market shows a rapid development momentum， and the second-hand car trading pattern is gradually transferred from the centralized trading mode to the diversified business model. New and old business entities constantly improve the service quality through various ways to adapt to the changing market. However， there are still some non-standard problems in China's second-hand car market， making some unqualified second-hand cars flow into the market， which not only damages the reputation of the whole industry， but also brings safety risks to consumers. The standardized evaluation process can standardize the market behavior to a great extent and improve people's trust in the second-hand car industry.

1 绪论

目前二手车市场的发展越来越迅速，二手车市场对人才的需求也越来越高[1]，在规范行业的同时对人才的要求也越来越规范，我国相继出台了二手车的流通管理办法，二手车评估行业也出台了二手车评估师的资格认定考试，目的在于规范行业的标准，提高二手车市场的可靠性，本文将以本田思域为案例，介绍二手车评估的基本规范流程。

2 以二手车本田思域为案例流程分析

2.1 评估车辆的前期检查

通过前期检查主要是判断本田思域这辆车是否达到了国家强制报废标准，国家出台了不同车型的报废标准，判断车辆是否达到了报废标准，主要靠机动车登记证和年检合格标志。图1是本案例中本田思域车的机动车登记证。

查看机动车的登记证，本田思域車的机动车登记日期是2010年10月，并且没有达到国家的强制报废年限，而年检合格标志对于评估人员只作为参考，机动车登记证是公安部颁发的，有一定的权威性，不容易修改。……
