摘要：【目的/意義】对山东半岛食品冷链供应链话语权提升的研究，为其高质量、高水平发展及辐射黄河流域以带动整体经济提升提供重要的理论支撑。【过程/方法】针对山东半岛在蓝黄两区特有的区位优势和农产品产销量大省和强省之条件，在对山东半岛食品冷链供应链基础状况及发展模式进行剖析的基础上，选取话语权的测度指标，并基于层次分析法和模糊综合评价法对蓝黄两区5家代表性企业进行实证分析。【结果/结论】研究表明：山东半岛蓝黄两区食品冷链供应链话语权未展现出较大差异，均处于中等水平，食品冷链供应链的创新度、柔韧度、延展度、共享度及关联度都有待提高，针对研究结果从创新驱动智慧化发展、增强柔韧度、提升延展度、助力共享能力提升、优化协同机制以提升关联度5个方面提出山东半岛中心城市群食品冷链供应链话语权构建的对策建议。

Analysis on the Construction Path of Discourse Power for the Supply Chain of Food Cold Chain

in the Central Urban Agglomeration of Shandong Peninsula

Abstract： 【Objective/Meaning】Through the research on the promotion of discourse power of the supply chain of food cold chain in Shandong Peninsula， it provides important theoretical support for its high-quality and highlevel development and its radiating to the Yellow River Basin in order to promote the overall economy.【Methods/Procedures】In view of the unique regional advantages of Shandong Peninsula in Blue and Yellow Areas and the condition of large and strong province in the production and sales of agricultural products， the basic situation and development mode of the supply chain of food cold chain in Shandong Peninsula were firstly analyzed. Then， the measurement indexes of discourse power were selected， and the empirical analysis was made on 5 representative enterprises in Blue and Yellow Areas based on the methods of analytic hierarchy process and fuzzy comprehensive evaluation. 【Results/Conclusions】The research showed that： there was no great difference in the discourse power of the supply chain of food cold chain in Blue and Yellow Areas of Shandong Peninsula， and both of them were at the medium level. The level of innovation， flexibility， extensibility， sharing degree and correlation degree of the supply chain of food cold chain needed to be improved. Based on the research results， the countermeasures and suggestions for constructing the discourse power of the supply chain of food cold chain in the central urban agglomeration of Shandong Peninsula were put forward from five aspects， including driving the intelligent development by innovation， enhancing the flexibility， improving the extensibility， promoting the sharing capacity and optimizing the collaborative mechanism to enhance the degree of association.

城市群是区域经济和供应链高质量发展的重要动力引擎和增长极，尤其是大型城市群在实现资源的优化配置方面发挥着极其关键的作用，且容易产生规模经济效应、范围经济效应及深度学习效应，其辐射能力有助于周边地区乃至更为广阔的区域形成以价值链延伸的行业供应链体系。山东半岛城市群中的两大主体，青岛、济南作为蓝色经济区与黄河流域经济区高质量发展的两极，分别对蓝黄两区农产品食品冷链供应链发挥着龙头带动作用，这是山东半岛独特的资源禀赋及地理区位条件所决定的。……
