摘要：在新型冠状病毒肺炎疫情的背景下，为进一步提升国家公共卫生应急处置能力，本研究从医疗卫生应急物资统筹调度角度出发，结合目前宁夏现状，归纳形成“以市场和应急需求为导向，以现代信息技术为依托，多要素引入，统一管理，统一调度，实现应急物资从入库、调运到最终使用的多系统全寿命跟踪监督”符合平战结合的新型医疗卫生应急物资调度方法和技术，并基于该方法和技术，从法律法规、体制机制、管理体系建设、预案体系建设、应急物流体系建设、信息体系建设等方面提出相应的方案建议。

Abstract：In the context of major COVID 19 epidemic，in order to improve the National public health emergency response capacity， depend on the current situation of Ningxia ， this study summarizes and forms the new techniques and methods of Coordinate Scheduling for emergency medical materials that need to conform normal-emergency association. Which should include a number of functions “Market and emergency needs oriented， Relying on modern information technology， Multi-element introduction， Unified management， Unified scheduling， Realize the multi-system whole-life tracking and supervision of emergency materials from warehousing， transportation to final used， etc.” And on this basis， suggestions for the construction are given from the aspects of Laws and regulations， Systems and mechanisms， management system construction， plan system construction， emergency logistics system construction， and information system construction， etc.

引言

近年來，世界各地频繁爆发各类突发公共卫生事件，目前全球新冠肺炎疫情仍持续扩散，严重威胁着人类健康和生命安全，对全球经济发展、社会稳定产生重大影响。为确保应急医疗救援行动的顺利实施，最大程度地挽救更多的生命，医疗物资的供应与配送至关重要，但新冠疫情爆发初期，口罩、防护服等医疗物资纷纷告急，这让医疗物资供给配置迅速成为公众关注的焦点问题和社会治理中的重要关切。如何解决在突发公共卫生事件应急管理过程中的物资调度问题，成为了应急救援的一个关键所在。

1. 目前我国医疗卫生调度体系存在的问题
