摘 要：笔者结合自身基层污染源普查工作经验，依据阜宁县第一次和第二次全国污染源普查成果，比较了2007年、2017年两次普查的工业污染源数量、区域分布和行业分布，全面分析了我县工业污染分布状况及变化趋势，初步探讨了污染源普查过程中发现的关于通用设备制造业、专用设备制造业在危险废物管理、产排污核算等方面存在的问题。

Abstract：Based on the results of the first and the second national pollution source census in Funing County，the author compares the number，regional distribution and industry distribution of industrial pollution sources in 2007 and 2017，comprehensively analyzes the distribution situation and change trend of industrial pollution in our county，and preliminarily discusses the general equipment system found in the process of pollution source census There are some problems in hazardous waste management，production and discharge accounting in manufacturing industry and special equipment manufacturing industry.

2020年是第二次全國污染源普查总结成果之年，同时也是“十三五规划”收官、“十四五规划”谋划之年，更是“污染防治攻坚战”决胜之年。各级政府通过污染源普查，摸清工业污染源家底，熟悉其分布状况，为生态文明建设奠定基础。突出精准、科学、依法治污，引领、推动产业结构优化升级和经济发展模式绿色转型。

1 数据来源

本文涉及的所有数据全部源自阜宁县第一、二次全国污染源普查。第二次全国污染源普查工业污染源普查对象为产生废水、废气及固废的工业行业产业活动单位，囊括《国民经济行业分类》（GB/T4754-2017）中B（采矿业）、C（制造业）、D（电力、热力、燃气及水生产和供应业）三大类中的全部单位和个体经营户，既包括经有关部门批准的，也包括未经批准但实际从事生产经营造成或可能造成污染的所有单位和个体经营户。普查标准时点（2017年12月31日）前新建的企业或单位，已通过验收和未进行验收但已造成事实排污的均包含在普查范围内[1]。
