摘 要：推进“多规合一”工作是国家做出的重要部署。为完善我国“多规合一”情况下的水利基础设施网络的构建方法，以海南省为例，分析了水利基础网络构建的背景和必要性，研究提出了基于“多规合一”的水利基础设施网络的内涵和构建思路。基于“多规合一”的水利基础设施网络是指集“工程网、管理网、信息网和生态水系网”4网为一体的综合立体水网，其构建思路与重点为：划定水生态空间，实施空间协调与管控;建设工程网，搭建骨干框架;实施天然河流水生态保护和修复，维护绿色水系本底;构建信息网和管理网，保障水网高效安全运行。

Abstract：Promoting the multi-discipline is an important national plan. In order to improve the ideas for construction of water infrastructure network based on the multi-discipline， this paper took Hainan Province as an example， analyzed the background and necessity of water infrastructure network， put forward the connotation and construction ideas of water infrastructure network. The connotation of water infrastructure based on the demands of multi-discipline was the comprehensive stereoscopic water network， including project network， ecological rivers network， information web and management web. The major works of the water infrastructure network construction were as follows， which were delimiting the water ecological space， coordinating and managing the space， building the infrastructure network， forming skeleton framework， protecting and restoring the natural river water ecology， maintaining the background of green water system， building information web and management web and ensuring the efficiency and safety of the water infrastructure network.

党中央、国务院高度重视“多规合一”工作。2015年中共中央政治局会议审议通过的《生态文明体制改革总体方案》将编制空间规划、推进“多规合一”作为推进生态文明体制改革的重要举措。水利基础设施网络的构建是“多规合一”的重要内容，然而当前我国基于“多规合一”情况下的水利基础设施网络构建的标准和技术体系尚不完善，构建思路和重点任务也不清晰。本文以海南省为例，探索水利基础设施网络构建的思路和重点任务，以期为海南省水网建设提供依据，也可为新时代基于“多规合一”的水利基础设施网络构建提供参考。
