摘要：基于经济社会发展的需求，上海市在全国最先实行地方标准化指导性技术文件制度，这是上海市作为改革开放的排头兵和创新发展的先行者在制度创新方面的探索和突破。论文以制度创新理论为视角，结合上海市地方标准化指导性技术文件的实施情况，研究上海市地方标准化指导性技术文件制度创新的动力和影响因素，进一步探索地方标准化指导性技术文件制度创新的路径与发展趋势。

The Origin and Development of Shanghai Local Standardization Guidance Technical Documents

——From the Perspective of Institutional Innovation Theory

Abstract： Based on the demand of economic and social development， Shanghai first implements the local standardized guiding technical document institution in China. This is the exploration and breakthrough of Shanghai as the forerunner of reform and opening-up and the pacesetter of innovation-driven development. Combining with the implementation of Shanghai local standardization guidance technical documents， this paper studies the driving force and influencing factors of Shanghai local standardization guidance technical documents institutional innovation from the perspective of the theory of institutional innovation， and further explores the path and development trend of institutional innovation.

1 引言

制度具有根本性、全局性、稳定性、长期性等特征，作为创新的前提，制度创新是激发经济社会发展活力的关键，是推动经济社会发展持久而深层的动力源泉。制度创新理论是制度经济学和熊彼特创新理论的深度融合，美国著名经济学家兰斯·E.戴维斯和诺贝尔经济学奖获得者道格拉斯·C.诺思首次完整阐述了制度创新理论的概念及内容。他们认为，制度创新是能够使创新者获得追加或额外利益的、对现存的具体的政治经济制度的变革1）。上海市地方标准化指导性技术文件制度在全国尚属首例，是上海市在经济社会发展实践中于制度创新上的探索与突破。制度创新意味着打破现有的平衡，意味着风险与挑战。即便如此，上海市勇敢迈出创新的步伐，引入地方标准化指导性技术文件。是什么促成了这项制度的创新？在实践中，这项制度创新将会呈现什么样的发展趋势？……
