摘 要：我国经进入了经济建设的新时期，在这一阶段各项工作都面临着新的挑战，因此不能再固守传统观念，要积极做出创新，以此为我国的发展提供更有力的保障。基层党组织是我国发展过程中的基础，因此基层党组织在思想和行动上必须保持先进，这也就要求必须做好提升党组织的思想政治工作，并对思想政治工作的宣传进行创新。基于此，本文针对基层党组织宣传思想政治工作新思路做了简要分析。

On the New Thinking of Propaganda and Ideological and Political Work in Basic Party Organizations

Abstract：China has entered a new period of economic construction. At this stage， all tasks are facing new challenges. Therefore， we can no longer stick to traditional concepts and actively make innovations to provide a stronger guarantee for our countrys development. Basic-level party organizations are the foundation of our country's development process. Therefore， basic-level party organizations must maintain advanced thinking and actions. This also requires that they must do a good job in improving the ideological and political work of party organizations and innovate in the propaganda of ideological and political work. Based on this， this article makes a brief analysis of the new ideas for the propaganda and ideological and political work of primary party organizations.

1 引言

我国已经基本实现了建设小康社会的目标，当前社会发展建设面临着关键转型，此时为了推动基层发展、维护基层稳定，需要找到新的思想政治工作思路。但在我国的基层党组织思想政治工作中还存在一些问题需要解决，因此需要对这些问题进行了仔细分析，然后才能对宣传思想政治工作作出有效创新。

2 基层党组织宣传思想政治工作存在的主要问题

2.1 还需进一步提升政治素养

随着我国和国际社会交流的逐渐深入，市场竞争形势变得越来越激烈，基层党组织工作在这样的环境下极大挑战。比如在煤矿企业中，有些基层干部由于政治素养比较缺乏，对新形势和新时期发展需求的认识不够深刻，导致思想政治工作无法获得理想效果，进而对企业发展产生了一定影响。具体表现在有些煤矿企业的基层党支部书记对基础政治理论知识的掌握不够全面，而且在实际工作过程中无法将思想政治理论知识应用到解决实际问题当中，令基层发展受到了很大限制。……
