【摘  要】北京市老龄化进程不断加快，养老服务设施已经难以满足社会需求。论文通过辨析养老服务设施的内涵和分析北京市全域机构养老调研结果，对养老服务设施建设现状进行论述，总结了创新经验并提出针对性的发展对策，以期推动北京市养老服务设施的科学建设。

【Abstract】The aging process in Beijing City continues to accelerate， and the elderly care service facilities have been difficult to meet the social needs. By identifying the connotation of elderly service facilities and analyzing the results of the research on institutional elderly care in the whole area of Beijing City， the paper discusses the current situation of the construction of elderly service facilities， summarizes the innovative experience and proposes targeted development countermeasures， so as to promote the scientific construction of elderly service facilities in Beijing City.

1 引言

北京市作为中国首都，养老服务设施建设具有明显的窗口示范效应，必须按照国际一流、国内领先的高建设标准，重新审視并科学规划首都养老服务设施建设。据国际通行标准，60岁以上老年人口比例超过社会年龄结构的10%，即进入老龄社会。《“十三五”国家老龄事业发展和养老体系建设规划》中显示，2020年我国老龄化率将达到17.8%，而北京市常住人口老龄化率将达到20%，相继超过国际标准。在人口老龄化速度加快和土地资源稀缺双重作用下，针对北京市养老服务设施建设现状和存在的问题，制定合理的发展应对策略，对推动北京城市可持续发展和达成“首善之区”宏伟目标至关重要。

养老设施建设领域的研究主要集中于设施规划策略、设施供给、养老模式等方面。国内养老服务设施的研究起于建筑学科，并始于胡仁禄对国外老年居住建筑的关注，主要论述国外在老人居所及养老设施开发建设方面的情况[1]。祝莹等[2]基于沈阳市养老配套设施问题，从建设主体选择、养老模式选择、养老设施规划方面提出应对措施。……
