【摘  要】我国的航空物流信息化在建设的过程中受到了政府的大力扶持，中国民航局作为行业权威主管部门，其持续性地出台了非常多的政策，鼓励并扶持航空物流信息化的建设。各地机场建设的航空物流信息服务平台都存在自身的特色，以期实现数据共享，为航空业务各参与方提升服务能力以及服务水平等。我国的航空物流信息平台一直在持续地发展，如何评价一个航空物流信息服务平台的建设效果的问题也逐渐浮现出来，成为全行业需要研究的新课题。

【Abstract】China's aviation logistics informatization has received strong support from the government in the process of construction. The Civil Aviation Administration of China， as an authoritative department in charge of the industry， has continuously issued a lot of policies to encourage and support the construction of aviation logistics informatization. The aviation logistics information service platform built by various airports has its own characteristics， so as to realize data sharing and improve the service capacity and service level for each party in the aviation business. China's aviation logistics information platform has been developing continuously， and the problem of how to evaluate the construction effect of an aviation logistics information service platform has gradually emerged， which has become a new topic to be studied by the whole industry.

1 引言

随着“临空经济区”以及“一带一路”等具体战略的出现，其在很大程度上促进了我国对外贸易的具体发展，为其提供了一定的政策支持。临空经济产业的发展、水平以及规模等，都可以对国家或者地区的具体经济水平进行反映。到2019，我国的《民用机场管理条例》已经实施了10年。10年来，我国机场运行保障能力显著增强，安全管理水平、服务水平、治理能力得到显著提升，发展模式实现了转型升级。在这个时间段，我国的民航机场事业得到了非常迅速的发展，机场运营水平和质量处于最高的时期，为民航产业开创了全新的局面，机场运行保障能力显著增强。机场吞吐量呈现数量级增长。全国机场年旅客吞吐量从10年前的4.1亿人次增长到13.5亿人次，货邮吞吐量从883万吨增长到1710万吨。……
