【摘  要】自十八大以来，国家开始积极地推行行政审批制度的改革工作，主张将政府的职能适当地转变，倡导简政放权，将审批的基本流程适当地优化。环保部门为了更好地践行具体的行动，响应国家的基本号召，对于环评审批制度实现了有效的改革，将重心逐步地转移至事中及事后监管上。论文重点概述新经济形势下环评审批工作的优化路径，结合相关的任务指标，制定出合理的落实方案，确保相关工作的开展更加到位，收获圆满的工作成果。

【Abstract】Since the 18th National Congress of the Communist Party of China， the state has actively carried out the reform of the administrative examination and approval system， advocated the proper transformation of the functions of the government， advocated the decentralization of government， and properly optimized the basic process of examination and approval. In order to better practice the specific actions and respond to the basic call of the country， the environmental protection department has realized the effective reform of the EIA examination and approval system， and gradually shifted the focus to the supervision in the event and after the event. The paper focuses on the overview of the optimization path of EIA examination and approval work under the new economic situation， combined with the relevant task indicators， to develop a reasonable implementation plan， to ensure that the relevant work is carried out more in place and harvest satisfactory work results.

1 引言

在当前经济形势的影响之下，为了适当地扩大内需，确保经济平稳快速地发展，环评审批部门应该积极地承担起相应的职责，响应中央政策，对符合扩大内需要求的建设项目加快审批的速度，确保环境影响评价审批工作的效率稳步提升。结合现阶段的实际情况分析，上级部门的简政放权力度明显增大、速度较快，建设单位对于环评审批效率诉求愈加强烈，导致环评审批职能部门承担着巨大的压力，在开展行政审批工作时，显现出诸多的问题[1]。

2 新经济形势下环评审批工作改革思路

积极地落实环境影响评价各项制度能够让经济的发展更加的迅速，同时还能优化环境质量，预防多种污染事故，减少生态环境受到的破坏。环评审批属于一项重要的工作内容，为了适当地规范相应的工作权限，将事中、事后的监督落实到位，在积极地践行《环境影响评价法》的相关要求时，还应将改革内容加以明确，通过清晰的思路指导实践，确保后续工作的开展更加的顺利。……
