【摘  要】坚持和加强党的领导是央企高质量发展的根本保证。论文客观分析了央企基建工程项目党建工作中存在的问题和不足，从压实工作责任、提高工作人员能力、丰富支部组织形式、促进党建业务深度融合等方面详细阐述了提升党建工作水平的措施。

【Abstract】Adhering to and strengthening the Party's leadership is the fundamental guarantee for the high-quality development of central enterprises. This paper objectively analyzes the problems and deficiencies existing in the Party building work in capital construction projects of central enterprises， and minutely expounds the measures to improve the level of Party building work from the aspects of implementing work responsibility， improving the ability of staff， enriching the organizational form of branch， promoting the deep integration of Party building and business， and so on.

1 引言

2019年12月30日，《中国共产党国有企业基层组织工作条例（试行）》（以下简称《条例》）正式施行，这是深入贯彻习近平新时代中国特色社会主义思想的具体体现，是贯彻落实新时代党的建设总要求和党的组织路线的重要举措，是坚持和加强党对国有企业的全面领导的根本保证。在央企基建工程项目实施过程中，结合当前基层党建工作的实际，如何创新基层党组织活动方式，努力克服工作中存在的不足，有效破解党建与业务融合的难题，切实提高工程施工的质量，值得工程项目基层党务工作者深入研究。

2 加强党建工作是央企基建工程项目顺利实施的必然要求

2.1 党建工作是引领工程项目发展的根本保证

毫不動摇地坚持党对央企的全面领导，是历史经验的深刻总结，是现实发展的客观需要，更是央企不断成长壮大的必然选择。认真梳理央企的发展历程，我们深刻地认识到，党建工作在央企建设发展中始终发挥着重要作用。《条例》明确指出，“国有企业党支部（党总支）围绕生产经营开展工作，发挥战斗堡垒作用。……
