【摘  要】在推进可持续发展总体战略中，坚持以绿色发展理念引导审计工作服务城乡基层治理，即全面发挥责任审计监督职责，进一步释放审计在推进国家治理体系完善和治理能力现代化中的重要保障效能，对城乡经济发展与基础社会治理进行持续性“常态体检”，为促进我国加快转变经济发展方式、优化城乡基层治理模式、实现城乡绿色可持续发展作出应有贡献。

【Abstract】In promoting the overall strategy of sustainable development， adhering to the concept of green development to guide the audit work to provide service for urban and rural grassroots governance， which is to fully play the supervision responsibility of responsible audit， to further release the important guarantee effectiveness of audit in promoting the improvement of the national governance system and modernization of governance capabilities. It carries out continuous "normal physical examination" for urban and rural economic development and basic social governance， and makes due contributions to the promotion of China's accelerated transformation of economic development pattern， optimization of urban and rural grassroots governance mode， and the realization of green and sustainable development of urban and rural areas.

1 引言

城乡基层治理是一项复杂的综合治理工程，需要财政、教育、文化、住建、规划、审计、公检法等多部门协同、多层次参与、多系统推进。近年来，我国城乡基层治理工作进展成效良好，城镇化规模及发展速率令世人瞩目，基层社会治理制度进行了诸多深刻变革，城乡协调发展成为推动国家经济增长的重要动力。但与此同时，城乡基层治理进程中同样面临着不少新情况、新问题，需要在发展的同时予以重视和解决。十九大报告中指出，发展必须是科学发展，必须坚定不移贯彻创新、协调、绿色、开放、共享的发展理念。坚持以绿色发展理念统筹推进城乡基层治理，就是将发展理念和政府职能转变、优化经济增长点、完善基层治理模式等系统工作统筹全盘考虑，有计划地引导城乡发展治理走向可持续发展的道路。在这一过程中，必须充分发挥审计这一国家治理工具的重要作用，将生态环境……
