“五标四创”抓实国企基层党支部党建工作

【摘 要】国有企业是中国特色社会主义的重要物质基础和政治基础，是党执政兴国的重要支柱和依靠力量。坚持党的领导、加强党的建设是国有企业的“根”和“魂”，也是我国国有企业的光荣传统和独特优势。为切实抓好国企基层党支部建设，让党支部成为团结带领员工推动企业高质量发展的坚强堡垒，长沙市长东投资发展有限公司党支部近年来以“五标四创”为党建工作思路，夯实支部党建基础工作，创新思路打造党建品牌，丰富形式开展服务活动，将党建融入公司业务，以党建引领企业发展，其党建工作经验做法也为其他国有企业加强基层党支部党的建设提供了借鉴和参考。
【Abstract】State-owned enterprises are the important material foundation and political foundation of socialism with Chinese characteristics， and the important pillar and supporting force of the Party in governing and rejuvenating the country. Adhering to the Party's leadership and strengthening the Party building are the "root" and "soul" of state-owned enterprises， as well as the glorious tradition and unique advantages of China's state-owned enterprises. In order to do a good job in the building of grassroots Party branches of state-owned enterprises and make them a strong fortress for uniting and leading employees to promote the high-quality development of enterprises， the Party branch of Changsha Changdong Investment Development Company Limited has taken "five standards and four creations" as the thinking of Party building in recent years， tamped the basic work of Party building of the branch， innovated the thinking， built the brand of Party building， carried out rich forms of service activities， and integrated Party building into the company's business， and led the development of enterprises with Party building. Its experience and practice of Party building work also provide reference for other state-owned enterprises to strengthen the Party building in grassroots Party branches.

1 引言
长沙市长东投资发展有限公司（以下简称长东公司）系长沙城市发展集团有限公司（以下简称城发集团）下属的全资子公司，为国有独资企业，主要负责长沙高铁新城会展片区的基础设施及公共配套建设，自成立以来共计铺排建设项目30余个，完成投资约80余亿元，其建设项目多为事关民生的省、市重点工程。为强化党的领导，加强企业党建工作的进一步完善和落实，长东公司党支部在城发集团党委的正确领导下，落实新时代国有企业党建工作要求，以《中国共产党国有企业基层组织工作条例（试行）》为重点，对照“支部设置标准化、组织生活正常化、管理服务精细化、工作制……
