【摘  要】在现代化的财政制度当中，大数据是建设信息化财政的重要支撑。论文从大数据的概念入手，分析大数据应用于财政当中表现出来的新特点，理清财政信息化发展的阶段，明晰大财政系统的定义和特点。接着探讨大财政系统的应用价值所在，主要表现在以下三个方面：实现对财政资金的动态监控、提高信息化财务管理能力、对于财政收支和财政风险进行预测。最后提出在大数据背景下建立大财政系统的有效策略。

【Abstract】In the modern financial system， big data is an important support for the construction of information-based finance. Starting from the concept of big data， this paper analyzes the new characteristics of big data applied in finance， clarifies the development stage of financial informatization， and makes clear the definition and characteristics of big financial system. Then  this paper discusses the application value of the big financial system， which is mainly manifested in the following three aspects： realizing the dynamic monitoring of financial funds， improving the informationized financial management ability， and forecasting the financial revenue and expenditure and financial risk. Finally，  this paper puts forward some effective strategies to establish a big financial system under the background of big data.

1 引言

财政是国家层面调节和分配社会资源的重要途径和手段，在解决当前社会发展的主要问题方面起着无可替代的作用。基于大数据时代的发展背景，传统的财政系统已经不能够完全满足日新月异的经济发展和社会进步，所以大财政系统的建设应运而生。财政大数据可以帮助财政工作获取更加精确的数据，从而更好地为国家社会发展的全局提供数据依据，并对财政资金在全国范围内的流向进行动态化的检测，对于各个地方的财政收支情况进行分析以及合理预测，从而促进财政在中国特色社会主义的发展过程中承担起更多的责任，完成新时期财政运转的历史任务，紧跟时代发展的潮流脚步，为保证民生贡献力量。
