【摘  要】事业单位行政管理工作效率、质量都与事业单位的自身发展有着紧密的联系，且对事业单位的未来发展方向产生重大影响。基于此，论文以公共视角为研究出发点，深入分析事业单位行政管理工作改革的必要性，找寻当前行政管理改革工作存在的问题，从而基于公共视角管理来提出具体的行政管理工作的改革方向，以期为事业单位行政管理工作的发展提供一定的参考建议。

【Abstract】The efficiency and quality of administrative management in public institutions are closely related to their own development， and have a significant impact on the future development direction of public institutions. Based on this， this paper takes the public perspective as the starting point， deeply analyzes the necessity of the reform of administrative management work in public institutions， finds out the problems existing in the current administrative management reform， and then puts forward the specific reform direction of administrative management work based on the public perspective management， so as to provide some reference suggestions for the development of administrative management work in public institutions.

1 引言

当前，事业单位与其他企业普通单位有着很多不同，事业单位中的职能有着一定的特殊性，所产生的社会效益和经济效益与其他企业有着一定的区别。当前，很多事业单位太过关注自身利益的发展，以及在社会上需要履行的职责义务，对工作质量与效率很少关注，导致事业单位行政管理工作暴露出很多问题。本文针对这一问题从公共管理视角出发探索如何实施事业单位行政管理工作的改革。

2 公共管理与事业单位行政管理改革

2.1 公共管理新视角

在事业单位中，行政管理工作的改革需要从公共管理的新视角出发，而从公共管理新视角出发如何实施事业单位行政管理工作可从以下方面入手：

第一，在公共管理过程中，需要明确行政管理工作目标，无论是针对个人还是针对事业单位，都需要依据自己的实际发展条件，合理制定科学的行政管理工作目标。……
