【摘  要】近年来，随着我国发展战略与政策的转变以及发展能力的提高，国家各级单位对科研创新管理的重视程度也不断提高，其希望通过制定合理、科学的管理计划，提升科研人员的研发热情以及项目设立的合理性。在达到科研目标的同时，有效降低科研成本，提升研究各阶段对于经费资源的利用率。基于此，论文对财务视角下的科研项目经费管理进行了研究。

【Abstract】In recent years， with the transformation of China's development strategy and policy and the improvement of development ability， the national units at all levels pay more and more attention to the management of scientific research and innovation. They hope to improve the enthusiasm of scientific research personnel and the rationality of project establishment through the development of a rational and scientific management plan. While achieving the scientific research objectives， they effectively reduce the scientific research costs and improve the utilization of funds and resources at all stages of research. Based on this， the paper studies the funds management of scientific research projects from the financial perspective.

1 引言

随着社会经济水平的提升，国家在各类科研项目上的投资比例也不断增加。做好科研项目的经费管理，不但有助于提高管理单位的发展硬实力，还能提高单位财务管理能力，妥善处置每一笔资金，减少一些随意支出情况的产生，提高单位人员对科研项目的重视程度，为其今后的发展营造更健康、良好的环境。

2 财务视角下的科研项目经费管理现状

科研经费管理是科研项目管理中的重要一环。只有保证经费管理的合理性，才能为项目管理及其进展创造良好条件，防止一些不必要的费用支出，在保证研究计划顺利开展的同时，为科研人员提供更多的服务，从而提升其研究积极性。

但目前，国内很多机构的科研人员都对财务部门的经费管理人员存有偏见，认为因其不重视科研成果本质，不能合理进行资金分配，才造成研究进展慢、很多科研计划难以落地的不良局面。造成这种偏见的原因来源于两个方面：第一，科研人员的经费管理意识不足[1]。……
