摘要：體育产业转向高质量发展阶段是系统性的变革，这不仅是发展理念和动力转换的过程，更是整体动力体系的构建过程。为有效赋能并以系统评价促进体育产业高质量发展，从产业供需动力、产业创新动力、产业发展效率、产业运行动力等四个方面构建了体育产业高质量发展动力体系，并对上海市体育产业高质量发展动力水平进行了实证研究。实证结果表明，上海市体育产业供需动力权重最大，体育产业发展效率权重最小;研究期间上海市体育产业发展动力指数整体呈现稳步增长，体育产业高质量发展动力面临产业发展效率提升缓慢和产业创新不足两大困境。研究认为，产业供需动力方面应提高产业和服务质量，增强灵活性供给能力以及与需求结构相匹配的能力;产业创新动力方面应培育以体育企业为主导的创新主体，完善产学研协同机制，打造产业创新平台;产业发展效率方面应盘活存量资源并合理配置传统生产要素，推动体育产业资本投入从政府主导转向社会资本主导;产业运行动力方面应制定多中心的体育产业高质量发展政策，建立协同发展的体育产业体系。

Construction and system evaluation of the power system for the high-quality

development of China's sports industry

Abstract：The shift of the sports industry to the high-quality development stage is a systematic change. It is not only a process of development concepts and power conversion， but also a process of building an overall power system. In order to effectively empower and promote the high-quality development of the sports industry through systematic evaluation， a high-quality development power system for the sports industry has been constructed from four aspects： industrial supply and demand power， industrial innovation power， industrial development efficiency， and industrial operation power. An empirical study was conducted on the level of industrial high-quality development momentum. The empirical results show that the supply and demand power of the sports industry in Shanghai has the largest weight， and the development efficiency of the sports industry has the smallest weight. During the study period， the Shanghai sports industry development momentum index showed steady growth. The high-quality development power of the sports industry faced two dilemmas： slow improvement in industrial development efficiency and insufficient industrial innovation. The study believes that the industrial supply and demand power should improve the quality of industry and service， enhance the flexible supply capacity and the ability to match the demand structure; the industrial innovation power should cultivate the innovation body led by sports enterprises， improve the industry-university-research collaboration mechanism， and build industrial innovation platform; in terms of industrial development efficiency， stock resources should be activated and traditional production factors should be rationally allocated， and capital investment in the sports industry should be shifted from government-led to social capital-led; industrial operation power should formulate a multi-center sports industry high-quality development policy and establish a synergetic sports industry development system.
