【摘 要】探究并分析促进基本公共卫生服务逐步均等化的政策。公共卫生服务是使我国每位公民均可享受基本公共卫生服务，其包括社会救助、公共卫生及公益性文化宣传，是服务于民生的公共卫生事业。基本公共卫生服均等化目前受到客观因素、经济投入及个人素质影响。可从城乡公共卫生服务设施及能力建设、加强重大公共卫生事件及重大疾病服务项目实施、确定基本公共卫生服务内容、公共卫生服务项目化管理及完善基本公共卫生服务经费政策方面促进基本公共卫生服务逐步均等化发展。

【Abstract】Explore and analyze policies that promote the gradual equalization of basic public health services. Public health service is to enable every citizen of our country to enjoy basic public health service， which includes social assistance， public health and public welfare cultural propaganda. It is a public health undertaking serving the people’s livelihood. The equalization of basic public health services is currently affected by objective factors， economic investment and personal qualities. Promote basic public health services in terms of urban and rural public health service facilities and capacity building， strengthening the implementation of major public health incidents and major disease service projects， determining the content of basic public health services， project management of public health services， and improving basic public health service funding policies Gradually equalize development.

近年來，我国医疗卫生事业发展蒸蒸日上，逐渐走向了商业化、市场化的道路，同时服务范围也在不断拓广，而随着其他非公有化及私营资本介入，给更多患者提供了医疗保障及治疗条件[1]。同时医护水平及个人素质也较之前有明显提高，表明了我国公共卫生服务得到了蓬勃发展，而其发展中也存在一定弊端，例如移交卫生服务公平性降低、医疗卫生服务事业投入效率降低、城乡公共卫生事业发展不均衡等，因此必须将公共卫生服务逐步均等化，改善公共卫生发展不均衡的情况[2]。本文分析公共卫生服务定义、均等化问题及现实情况，并针对以上问题给出相应解决措施，以解决公共卫生服务均等化中的问题。
