摘 要：创新科技体制机制是实现科技自立自强的有力保障，在借鉴美国、日本、韩国典型国家和广东、上海、南京典型地区科技体制创新模式的基础上，提出河南省科技体制改革的路径和政策建议，主要包括建立高效的科技创新管理机制、构建以企业为主体的多方协同机制、健全多元化的科技创新融资模式以及优化人才培育与激励机制。

Abstract： Innovation of science and technology system and mechanism is a strong guarantee to realize self-reliance and self-improvement of science and technology. Based on the innovation models of typical countries science and technology system in the United States， Japan， South Korea， and Guangdong， Shanghai， Nanjing， this paper puts forward the path and policy suggestions of science and technology system reform in Henan Province. It mainly includes the establishment of efficient scientific and technological innovation management mechanism， the construction of multi-party cooperation mechanism with enterprises as the main body， the improvement of diversified financing mode of scientific and technological innovation， and the optimization of talent cultivation and incentive mechanism.

完善科技创新体制机制是科技事业持续健康发展的重要保障。“十四五”期间，河南省科技体制改革要坚持问题导向，突出重点、整体推进，破解制约河南省创新驱动发展的体制机制障碍，推动从研发管理向创新服务转变，为深入实施创新驱动发展战略、打造国家创新高地提供强力支撑[1]。目前，国外地区的科技体制创新已经取得了较好的成果，如美国、日本和韩国等国家通过科技体制改革使得科技创新实力得到了巨大提高。因此，对这些典型国家和地区的科技体制创新模式进行梳理，将有助于总结经验，为河南省进一步推动科技体制改革与创新提供参考[2]。

1 国外典型的国家科技体制创新模式

1.1 美国的多元分散型模式

美国的科技体制受其三权分立政治体制的影响，如联邦政府通过“行政、立法、司法”3个系统不同程度地参与国家科学技术政策的制定和科技工作的管理，进而逐步形成了一种多元分散型的科技体制创新模式。……
