【摘要】本文针对电视播控机房的安全策略，从播控机房系统设计、有序运行及维护保养的角度，着重从两方面着手，一是设备安全策略：二是人员安全策略，重点介绍了电视播控系统的硬件安全策略。

summary：In this paper， according to the security strategy of TV broadcasting control room， from the perspective of system design， orderly operation and maintenance of TV broadcasting control room， this paper introduces that in order to ensure the safety of the computer room and safe broadcasting， it should start from two aspects： one is the equipment security strategy; the other is the personnel security strategy. It focuses on the hardware security strategy of the television broadcast control system.

電视台的公信力和权威性不容置疑，必须确保电视播控机房的正常运行和安全优质播出，机房播出系统是传输播出的最后一道关口，是整个电视台的核心要害部门，是电视台内、外信号的交汇集的中枢，担负着向外界传输、发送、播出整个电视节目的任务。是面向观众最直接的窗口，其安全性直接关系到广电部门的形象和声誉。安全播出无小事，导向正确是永恒的主题，播出安全是广电的生命。对于市级地方台来说，如何保障电视播控机房的安全策略和实现安全播出呢？作者认为应包含两个方面，即系统的安全策略和人员的安全策略，其中，系统设备的可靠稳定和正常运行是安全播出的前提，而播控值班员的良好素质和高度负责则是安全播出的保证，我们就从这两个方面来谈谈电视播控机房的安全策略。

1. 播控系统设备安全策略

播控系统设备安全策略包括硬件安全策略和软件安全策略两个方面。

1.1 硬件安全策略

1.1.1 播控同步系统的安全

无论是模拟信号还是高清信号或4K信号都需要可靠而又稳定的同步系统，应尽可能消除内部因素和外界因素对同步发生器的冲击和干扰，确保其独立运行。……
