摘 要：本研究运用特尔斐法、层次分析法、专家经验法、改进后量化赋分方法，采用定量与定性相结合的方式，建立评价模型并对其进行规划实施评价。其间分析了规划实施中存在的问题，提出了编制减量规划、完善配套措施、增加规划弹性、促进多规合一的建议。

Abstract： This study uses Delphi method， analytic hierarchy process， expert experience method， improved quantitative scoring method， and uses a combination of quantitative and qualitative methods to establish an evaluation model and evaluate its planning and implementation. During the analysis of the problems existing in the implementation of the plan， suggestions were made， such as formulating a reduction plan， improving supporting measures， increasing planning flexibility， and promoting multi-regulation integration.

土地利用总体规划是指在一定空间区域范围内，依据社会、经济、环境等的可持续发展要求，通过规划在时间与空间上对土地的开发、保护、利用和治理等进行总体安排与布局[1]。土地利用规划实施评价可以帮助政府检验规划实施与规划目标的差距，为实施保障机制提供依据，为后续规划实施提供数据基础。

20世纪50年代，国外广泛开始对土地利用规划实施评价进行实践，如今已形成了一套较为成熟的土地利用总体规划实施评价理论及体系[2]。国内相关研究起步较晚，直到20世纪90年代后期，相关研究才相继出现。本研究以规划实施指标与规划目标指标的接近程度为标准，将改进量化赋分方法和前人的研究方法相结合进行评价，分析其结果，找出规划实施中存在的问题，并对后续土地利用总体规划的实施提出相关建议。

1 概况

2014年，鹤峰县辖2镇、7乡，共有209个行政村，年末总人口为22.35万人，地区生产总值为435 522万元，财政收入为35 720万元，固定资产投资总额为373 534万元，农林牧鱼总……
