【摘  要】随着社会主义市场经济的进一步发展，国有企业无法适应竞争逐渐加剧，出现效率低下、资源配置不当等问题。为解决这一问题，政府逐步推行与落实混合所有制改革，以期使得国有企业能够适应市场发展与变化。基于此，论文以安徽地区国有企业为例，对近年国企尤其是中小型国企的混改之路进行探究，从其混改方式、股权结构变化及员工持股的角度分析了国企混改对企业绩效产生的影响，并得出相应的结论，以供参考。

【Abstract】With the further development of socialist market economy， state-owned enterprises are unable to adapt to the gradual intensification of competition， resulting in low efficiency， improper resource allocation and other problems. In order to solve this problem， the government gradually carries out and implements the mixed ownership reform， so as to make the state-owned enterprises adapt to the development and changes of the market. Based on this， taking the state-owned enterprises in Anhui Province as an example， this paper explores the mixed ownership reform process of state-owned enterprises， especially small and medium-sized state-owned enterprises in recent years， analyzes the influence of mixed ownership reform of state-owned enterprises on enterprise performance from the perspective of their mixed ownership reform mode， ownership structure change and employee stock ownership， and draws corresponding conclusions， for reference.

1 引言

改革开放后，市场经济快速发展，国有企业在大环境变革下逐渐力不从心，无法适应时代发展，国有股权占比过多、投入与产出比不平衡、企业活力不足等问题成为国有企业前进的桎梏。2013年11月9日，在党的十八届三中全会中经审议通过了《关于全面深化改革若干重大问题的决定》，《决定》提出混合所有制经济的重要性并要求积极发展国有、集体、非公有资本等交叉融合的混合所有制经济。2014年发布的《政府工作报告》中明确指出了将进一步推动混合所有制经济的发展，促进民企与国企之间的融合。这也成为新一轮国资国企改革的重头戏。2017年，中国铁路公司与云南白药进行混合所有制改革，标志着混合所有制改革政策的“东风”来临，但正如中国企业研究院首席研究员李锦所说“政策的东风有了，却还没有春风化雨”。……
