【摘  要】在我国大力推动“双创”的新时代，对于企业来说，如何进一步优化和完善高层次人才创新创业环境，对于提升企业经营、管理、创新、发展能力至关重要。尽管从总体上来看，绝大多数企业对打造高层次人才创新创业环境给予了一定的重视，但在具体的实施过程中仍然存在诸多不足。论文对此进行了研究和探讨，在简要分析打造高层次人才创新创业环境重要性的基础上，重点分析了存在的问题，并就如何打造高层次人才创新创业环境提出了有针对性的优化对策。

【Abstract】In the new era of "mass entrepreneurship and innovation" in China， how to further optimize and improve the innovation and entrepreneurship environment for high-level talents is crucial for enterprises to improve their operation， management， innovation and development capabilities. Although on the whole， the vast majority of enterprises pay a certain amount of attention to the creation of high-level talents innovation and entrepreneurship environment， but there are still many deficiencies existing in the specific implementation process. This paper studies and discusses it. Based on the brief analysis of the importance of creating the innovation and entrepreneurship environment for high-level talents， this paper focuses on the analysis of the existing problems， and puts forward targeted optimization countermeasures on how to create the innovation and entrepreneurship environment for high-level talents.

1 引言

随着我国改革开放的不断深化，我国企业群体日益扩大，尽管很多企业都高度重视“人才强企”战略的实施，而且对高层次人才也比较重视，但在具体的实施过程中仍然存在一些不到位的方面，特别是要打造高层次人才创新创业环境方面还存在诸多薄弱环节，制约了企业“双创”工作的深入开展，需要引起企业重视并认真加以改进。这就需要企业在未来的发展过程中，要深刻认识到打造高层次人才创新创业环境重要性的认识，并坚持问题导向，着眼于解决高层次人才创新创业环境存在的问题，运用系统思维和创新理念，着眼于进一步优化和完善“人才建设”体系，努力打造良好的高层次人才创新创业环境，为推动企业“双创”工作可持续发展、改革和创新人才建设模式创造有利条件。……
