摘  要：随着信息化水平的不断提升，无纸化应用已经成为发展趋势。国网公司结合自身发展需求，积极推动业务凭据电子化的建设工作。从业务凭据电子化系统的建设背景、必要性出发，重点阐述了系统的设计与实现方案，实践证明，系统取得了显著的应用成效，达到了提高效率、规范管理的目的。

Abstract： With the continuous improvement of the level of information technology， paperless application has become a development trend. According to its own needs for development， the State Grid Corporation actively promotes the construction of electronic business credentials. Starting from the construction background and necessity of the electronic business credential system， this paper focuses on the design and implementation scheme of the system. Practice has proved that the system has achieved remarkable application results and achieved the purpose of improving efficiency and standardizing management.

1 项目背景

2016年1月施行的《会计档案管理办法》认可了电子会计档案的法律效力，极大地推动了电子凭据的发展与应用。国网公司面对经营发展的新要求和新挑战，逐步推进无纸化办公、智能化分析等先进的管理方式，夯实业务凭据数字化管理。在财务信息化建设规划中，提出“应用原始凭证电子化数据中心影像信息存储功能，通过扫描等方式将原始凭证纳入系统，实施电子化管理的工作要求”。为持续推动公司集约化创新发展，有效支撑财务业务服务管理水平，因此提出了业务凭据电子化的建设需求[1]。

2 建设业务凭据电子化系统的必要性

原始单据在管理方面存在很多的问题。单据形式多样，且广泛分布于采购、财务、报销等业务处理前段，无法在线审核和追溯。传统的手工录入报账单据模式，使得员工在整理原始业务单据和填报信息时产生大量工作，而纸质凭证在传递过程中也容易破损、难以保存。

同时，因业务单据没有按照管理稽核要求提交导致退单率增加，无形之中增加了审核工作量，造成了管理上稽查审计和分析困难。……
