[摘要] 2022年北京·张家口冬奥会申办成功后，北京市与河北省尤其是张家口市三级综合医院展开了广泛的合作关系，在学科建设、技术支持、人才培養等方面进行深入全面的合作，共同为奥运会提供医疗保障。本文就奥运医疗保障主体河北省三级综合医院人才发展的现状和存在的问题进行阐述，对如何借助冬奥会带来的机遇，针对性地提升自身人才发展战略，提出相应的对策思路，有较强的理论价值和实践意义。

[Abstract] After winning the bid for the 2022 Beijing·Zhangjiakou Winter Olympic Games， Beijing and Hebei Province， especially Zhangjiakou three-level general hospitals， have developed extensive cooperative relations and conducted in-depth and comprehensive cooperations in discipline construction， technical support， talent training and other aspects to jointly provide medical security for the olympic games. This paper expounds the current situation and existing problems of the talent development of tertiary general hospitals in Hebei Province， the main body of the Olympic medical security， and puts forward corresponding countermeasures to improve the talent development strategy by taking advantage of the opportunities brought by the Winter Olympics， which has strong theoretical value and practical significance.

新形势下，人才发展战略是河北省三级综合医院发展的关键环节和重点。在2022年冬奥背景下，作为奥运医疗保障主体的河北省三级综合医院要借助京冀综合医院在学科建设、技术支持、人才培养等方面深入合作的机遇，提升自身的医院人才发展战略，通过制度完善与创新，提升三级综合医院服务能力，更好地服务冬奥医疗保障和人民健康，推动三级综合医院可持续发展。

1 奥运医疗保障主体河北省三级综合医院人才发展现状

随着2022北京·张家口冬奥会申办成功和共同举办，京冀两地医疗人才交流合作不断增强，以提升医疗技术水平和综合服务能力，共同为奥运医疗保障保驾护航。同时，北京相对富裕的同质医疗人才也需要疏解，河北省三级综合医院迎来了享受北京医疗人才红利的机遇[1-2]。但是……
