摘要：随着经济的发展，我们的生活环境也受到了一定污染。如：雾霾天气、河流及土壤污染等环境问题。要解决环境污染问题，为生态环境执法、生态环境治理提供决策依据的环境监测基础性作用越发显著，进一步提高环境监测数据质量势在必行，但是决定监测数据质量的关键因素是人，即监测团队的能力。然而，现阶段环境监测团队仍存在缺陷，本文将指出几点不足之处，并提出建议以供相关专业人员参考。

近年来，“绿水青山，就是金山银山”等生态文明发展理念的践行，对生态环境监测工作提出了更高要求。环境监测垂改、监测事权上收、环境影响备案等系列改革，推动了社会化环境监测服务市场的发展，提升了各行业对环境监测工作的需求。为提高环境监测工作的水平和质量，要加强环境监测人才队伍的建设，为环境监测行业更好地发展提供保障[1]。

1 环境监测工作的背景

20世纪70年代至今，环境监测形成了较为完善的体系。环境监测人才队伍日益增多、结构日渐完善、技术逐渐进步。随着生态文明建设工作的稳步推进，生态保护红线、环境质量底线、资源利用上线、环境准入负面清单“三线一单”工作的开展对环境监测数据质量提出了更高的要求。然而环境监测数据质量的提高在于环境监测人员的能力，因此环境监测人才队伍得以更好地培养发展，是提升生态环境监测数据质量的保障[2]。……
