〔摘要〕 新时代为中医药发展提供了前所未有的新机遇。首先，健康中国计划为中医药发展提供了发展新平台;其次，《中医药法》《中医药传承创新发展指导意见》为中医药发展提供了强有力的政策保障;再次，人工智能、大数据、区块链等信息技术为中医药发展提供了新技术。“传承精华 守正创新”当为中医药发展进入新时代的根本遵循。基于中医药的本质特征，论述传承精华、守正创新的内涵。

〔Abstract〕 The new era provides unprecedented new opportunities for the development of traditional Chinese medicine. Firstly， Healthy China plan provides a new platform for the development of traditional Chinese medicine; Secondly， the Traditional Chinese Medicine Law and the Guiding Opinions on the Inheritance， Innovation and Development of Traditional Chinese Medicine provide strong policy guarantees for the development of traditional Chinese medicine; Thirdly， information technologies such as artificial intelligence， big data and block chain provide new technologies for the development of traditional Chinese medicine. "Inheriting the essence， adherence and innovation" should be the fundamental principle for the development of traditional Chinese medicine when entering a new era. This paper discussed the connotation of inheriting the essence， adherence and innovation based on the essential characteristics of traditional Chinese medicine.

世界各国的传统医学，在同疾病抗争的过程中积累了丰富的经验和技术，为人类健康贡献了古老的知识和智慧。但在数千年的发展历程中，在现代医学的冲击下，传统医学多趋于萎缩或被替代，唯有中医药保持着绵延不息的生命力，成为世界医疗卫生体系的重要组成部分，备受关注，根本原因在于中医药具有整体观念的理论内核、原创性的辨证思维以及开放包容的学术品格。

1 中医药的本质特征

1.1  整体观念

整体观念，指事物内部之间存在密切的联系，事物与事物之间也有不可分割的关联，因而要将事物作为一个整体来看待。中国古代哲学思想认为气是世界本源，“通天下一气耳”，世界是由气构成的，气的运动变化产生了万事万物，万物以“气”为共同的本源和内在结构而普遍联系。

中医药学“整体观念”受到古代哲学气论思想的深刻影响，是中医药理论体系的内核，对当今世界复杂疾病的诊疗将产生深远影响。……
