摘要：本文以某大型军工企业三年的统计数据为基础，对科技人员与全员劳动生产率的相关程度做了分析，发现：全员劳动生产率的提升必然与科技人员占比呈现正相关，但随着占比的增加，对生产提升的边际效应发生递减;军民融合单位的科技人员占比与全员劳动生产率的相关程度最大;提高科技人员占比能够促进全员劳动生产率的提升。军民融合式发展，是军工科研单位落实国家军民融合战略的责任和义务。

Abstract： Based on the three-year statistical data of a large military enterprise， this paper analyzes the correlation between the labor productivity of scientific and technical personnel and all employees， and finds that： The increase in the labor productivity of all employees is inevitably positively related to the proportion of scientific and technical personnel， but as the proportion increases， the marginal effect on the production increase decreases gradually; the proportion of scientific and technological personnel in the military-civilian integration unit is most related to the labor productivity of all employees; increasing the proportion of scientific and technological personnel can promote the improvement of labor productivity of all employees. The military-civilian integration development is the responsibility and obligation of military scientific research units to implement the national military-civilian integration strategy.

0  引言

近年来，XX研究院（以下简称院）作为大型军工企业，不仅承担了国防建设的重大项目，也通过践行军民融合，为国民经济建设的发展做出了贡献。2017年，该研究院军民融合产业公司实现总产出96亿元，增加值26亿元，年末从业人员达到1.06万人。

该研究院将做强做大军民融合产业作为發展目标，提升军民融合效率、优化人员结构、提高人均产出，是需要研究的重要课题。本文以该研究院2015年到2017年的统计数据为样本，重点研究科技人员结构对全员劳动生产率的影响，并依据研究结果，提出军民融合发展的建议。

1  全员劳动生产率的内涵

全员劳动生产率是根据生产经营过程新创造出来的价值量指标计算的平均每个从业人员在单位时间内的效率效益情况。是考核企业经济活动的重要指标，是企业生产技术水平、经营管理水平、职工技术熟练程度和劳动积极性的综合额表现，目前全员劳动生产率是将增加值除以同一时期的全部从业人员的平均人数来计算的。……
