摘 要 新一轮机构改革后，自然资源部门职责发生了较大的变化和扩充，当前正开展的地理国情监测工作难以全面满足履行自然资源“两统一”职责的需求，如何组织实施地理国情监测工作是当前自然资源部门亟待考虑的问题。笔者立足湖南省机构改革实际情况，充分吸收已开展专题性地理国情监测项目的经验，探讨了新形势下自然资源部门实施全省专题性地理国情监测工作的总体思路、主要工作内容和组织实施模式，能够为湖南省及其他省份地理国情监测工作开展提供参考。

Discussion on Implementing Special Geographical Situation Monitoring of Provincial Natural Resources Departments From the Perspective of Institutional Reform

Abstract： After the new round of institutional reform， the responsibilities of natural resources departments have changed and expanded greatly. At present， it is difficult to fully meet the needs of fulfilling the responsibilities of "two unifications" of natural resources to carry out the monitoring of geographical conditions. How to organize and implement the monitoring of geographical conditions is an urgent issue for the current natural resources departments to consider. Based on the actual situation of institutional reform in Hunan Province， the author fully absorbed the experience of the special geographical situation monitoring project， put forward the overall ideas， main work content main works and organization implementation mode of provincial special geographical situation monitoring under the new situation of the natural resources department. which could provide a reference for Hunan Province and other provinces to carry out geographical situation monitoring.

1 引言

2014年，完成全国第一次地理国情普查工作后，原国家测绘地理信息局开始大力推进地理国情监测，目的是动态掌握各类地理要素的发展变化，为了解国情、把握国势、制定国策提供支撑，服务国家治理体系和治理能力现代化建立[1]。地理国情监测工作的开展促使测绘地理信息服务从静态转向动态，由被动转向主动，从幕后到前台，直接服務管理决策。根据《关于全面开展地理国情监测的指导意见》（国测国发[2017]8号）。地理国情监测的对象不仅包含自然地理要素，还包括人文地理要素。从某种程度上讲，只要是多频次动态获取对管理决策有价值的空间信息，都属于地理国情监测范畴。自然资源、林业、农业、水利、环保等众多部门管理能力和治理水平的提高均需要地理国情监测信息支撑，地理国情监测已不仅仅是测绘地理信息行政主管部门的工作，各相关部门均需要根据本部门管理需求组织开展专题性地理国情监测工作。……
