摘  要：在体育行业实施证书考核制度是我国人力资源开发的重要内容，它既是外部需求也是内部发展要求的结果。据此，本文从体育职业技能鉴定入手进行研究，在明晰体育行业技能培训与鉴定的基础上，探究了两者于体育发展的必要性，同时从培训基地、鉴定政策、项目发展等4个方面对推进我国体育行业职业技能培训与鉴定工作完善与发展的策略展开了研究。

Abstract： The implementation of certificate assessment system in sports industry is an important part of human resources development in our country， which is the result of both external demand and internal development requirements. Based on this， this paper studies the vocational skill appraisal of physical education， on the basis of clarifying the skill training and appraisal of sports industry， probes into the necessity of the two in the development of sports， and studies the strategies of promoting the perfection and development of vocational skill training and appraisal of sports industry in our country from four aspects： training base， appraisal policy and project development.

1  体育行业职业技能鉴定概述

我国体育事业蓬勃发展，体育行业职业项目、工种不断增多。自2006年颁布首批体育行业国家职业资格证，体育职业培训、鉴定基地越来越多。早在2009年国务院就体育指导人员出台了要求其具备资格证书的规定。此后，体育行业职业技能培训、鉴定基地逐渐在全国各个省份建立，培养了一批体育素养过硬的体育职业人才。

2  体育行业职业技能培训与鉴定工作的必要性

2.1 基于体育服务标准化

随着我国国民经济的发展，国家走进了全民健身时代，人们的身体健康意识逐渐增强，明确体育服务标准，开展职业技能鉴定工作，落实资格证书制度，把体育劳动者纳入标准化管理的道路上就十分必要了。着眼于标准化管理整体进行考量，技能鉴定工作是体育行业标准化管理的重要内容，它侧重于考核体育劳动者资质，对于劳动者个体发展、企事业单位用人均具有重要意义。……
