【摘  要】伴随着科学技术和网络技术的进步，多种多样的媒体形式出现在了我们的生活中，这给传统的媒体发展带来了巨大的冲击。电信网络通讯工程这种已经经历了几十年变化的通讯形式在网络融合趋势的影响下必须要通过对自身的改革，才能够跟上时代发展的主流方向。为了能够进一步加快电信网络通讯工程的进步和发展，以满足使用群体的需求为目的进行相关功能和业务的优化，从而开发性价比更高的产品，才会促进其更好地发展下去。

【Abstract】With the progress of science and technology and network technology， a variety of media forms have appeared in our life， which has brought a huge impact on the development of traditional media. The telecommunication network communication engineering， which has undergone several decades of changes， must be reformed under the influence of the trend of network convergence， so as to keep up with the development of the times mainstream direction. In order to further accelerate the progress and development of telecommunications network communication engineering， with the purpose of meeting the users' needs， we need to optimize related functions and services， so as to develop more cost-effective products， promote its better development.

1 引言

现如今，网络融合背景的发展使得人们的日常工作、生活、娱乐、学习发生了本质上的改变，不仅仅丰富了使用者的精神需求，而且还提升了信息传播的时效性。就传统的通信网络来说，不同的网络必须要按照特定的渠道和技术才能保障自身业务的顺利进行，这一点是非常不利于资源集约化使用的。而网络融合趋势下的电信网络运营管理必须要随着技术的进步而发展，只有加强对网络体系和运营模式的积极探索，才能够进一步提升网络融合的应用价值。

2 网络管理的融合

网络管理系统又被我们称作是网管系统，既然这是一个管理系统，那么自然会产生主动管理和被动管理的队形，主动管理的对象自然就是电信运营商，而被动管理的对象有网络、业务、流程等[1]。……
