【摘   要】 黑龙江省作为农业大省，身系国家粮食安全与粮食储备重要任务，其优质农业生态环境是重要基础保障。但是近几年由于追求农业经济快速发展，农民保护农业生态环境意识并没有跟上，造成了农业环境破坏，影响了农业生态可持续发展。对此省政府也出台了一系列农业生态补偿政策，但是在政策执行过程中仍存在政策执行不够到位、体系缺陷、监管薄弱和环境制约等问题，为保证农业生态补偿政策有效执行，建议提升政府执行能力、完善政策执行体系、监督主体的多元化和优化政策执行环境。

Study on the Implementation Effect of Agricultural Ecological Compensation Policy in Heilongjiang Province

[Abstract] As a big agricultural province， heilongjiang province is an important task of national grain security and grain reserve， and its high-quality agricultural ecological environment is an important basic guarantee. However， in recent years， because of the rapid development of agricultural economy， farmers'awareness of protecting the agricultural ecological environment has not kept up， which has caused the damage of agricultural environment and affected the sustainable development of agricultural ecology. The provincial government has also introduced a series of agricultural ecological compensation policies， but there are still some problems in the implementation of the policy， such as inadequate implementation of the policy， system defects， weak supervision and environmental constraints. In order to ensure the effective implementation of the agricultural ecological compensation policy， it is suggested to enhance the implementation capacity of the government and improve the government  Policy implementation system， supervision of the diversification of the main body and optimize the policy implementation environment.

1  黑龙江省农业生态补偿政策现状

随着农村经济不断发展，农业生态环境面临着越来越大压力，为了防止农业生态环境恶化，我国出台了很多农业生态补偿政策。根据《中华人民共和国农业法》（2012年修订）、《农业环境保护法》和《农业资源保护法》等法律法规，结合黑龙江省实际情况，2014年出台了《黑龙江省水土保持补偿费征收使用管理实施办法》，2015年出台了《农机购置补贴实施方案》、《黑龙江省2015年深松整地补助实施方案》和《哈尔滨市2015-2017年秸秆综合利用实施方案》、2016年黑龙江省出台了《黑龙江省生态环境保护“十三五”规划》，旨在保护生态环境，完善环境经济政策，建立以政府为主导的生态补偿机制，保证生态环境可持续发展。
