【摘   要】 耕地资源是人类生存与发展的基本自然资源，应不断提高对耕地资源的保护程度，实现耕地资源的持续利用。本文简要分析了水土保持的重要作用，并对耕地资源可持续利用的重要性进行相应阐述，以期为水土保持与耕地资源的持续利用提供指导与参考。

On Soil and Water Conservation and Sustainable Utilization of Cultivated Land Resources

[Abstract] Cultivated land resources are the basic natural resources for human survival and development， and the degree of protection of cultivated land resources should be continuously improved to realize the sustainable utilization of cultivated land resources. This paper briefly analyzes the important role of soil and water conservation， and expounds the importance of sustainable utilization of cultivated land resources， so as to provide guidance and reference for soil and water conservation and sustainable utilization of cultivated land resources.

1  水土保持的重要作用

水土保持是重要的基本国策，多年来，国家不断进行水土保持方法的优化，健全了相应的法律法规，同时也对水土破坏者进行了严格的惩处，在水土保持方面，法律的实效性不断提升。

1.1  有利于推动农业发展

土壤是人类赖以生存的重要资源，在物质生活质量不断、人口数量日益提升的当下，粮食的需求量与日剧增。因此，土地的肥沃程度所起的作用日益凸显。部分区域，特别是农村地区注重于经益收益的提升，进行了大量的荒地开垦，滥砍乱发树木的现象日益严重，进而导致部分地区的水土流失问题极为严重。同时，由于土地开发与利用方式的不合理，部分耕地的水资源、土地资源现象流失严重，土壤肥力也不断丧失，因此，这些土壤用于农作物的种植将难以获得理想的收成。此外，在人口基数不断增长的环境下，部分耕地被征用，建造了大量建筑物，农村人口逐渐向城市迁移，许多耕地被人们抛荒[1]，致使土地被极大的浪费，许多土地多年未得到合理打理，自身的肥力不断丧失，进而不再适用于农作物的耕种。……
