【摘   要】 本论文以三明市的旅游发展效率为研究对象，对比省内其他市区，从从旅游星级饭店旅游数量、导游人数等投入因素方面及国内旅游人数、国内旅游收入、入境旅游人数、旅游外汇收入等产出方面研究其旅游发展效率。在全域旅游背景下，提出了相对应的优化建议。为旅游产业供给侧改革提供希望之源，以驱动三明市的产业优化升级，实现产业生态化和三次产业的融合发展。

Study on the Evaluation of Forest Health Tourism Efficiency in Sanming City from the Perspective of Global Tourism

[Abstract] The tourism development efficiency of sanming city is studied from the input factors and the output factors. The input factors include the number of star-rated hotels and the number of tour guides.The output factors include the number of domestic tourists， domestic tourism income， the number of inbound tourists， and foreign exchange income of tourism . In the context of global tourism， corresponding optimization suggestions are put forward. It provides a source of hope for the supply-side reform of the tourism industry， so as to drive the industrial optimization and upgrade of sanming city and realize the industrial ecology and the integrated development of the three industries.

在2017年政府工作报告中，李克强总理提到了“全域旅游”这一两会热词。报告指出，要完善旅游设施和服务，大力发展乡村、休闲、全域旅游。 福建省政府唐登杰省长在2018年省政府工作报告中强调，要推进全域生态旅游和“红色旅游”跨越发展。旅游业素有“无烟产业”与 “朝阳产业”的美称，近年来尤其是对三明经济的“绿色”、可持续发展等方面的贡献尤为突出。同时在国家与三明制定并大力推进“大扶贫”、“大旅游”等政策背景下，旅游业已成为振兴三明经济发展腾飞的支柱产业，发展三明旅游业更为三明贫困地区快速走上致富之路的一条绿色通道。

1  研究综述

国外研究方面，法国的模式和西班牙的模式比较具备代表性，法国的模式特点是乡村旅游和大都市旅游齐头并进和谐发展;西班牙的特色在于全域禀赋比较好，阳光沙滩模式全国通用。在国外也形成了比较具备借鉴和学习意义的先进案例，如法国的薰衣草之乡普罗旺斯、瑞士的滑雪胜地阿尔卑斯山地区等。……
