摘要：对于社会资本方投资PPP项目来说，如何才能顺利推动，完成政府方要求的投融资、建设、运营等职责，实现自身的利益诉求，无论是央企、国企还是民营企业而言都是难点痛点，其中项目融资又是项目成败的关键点和必要条件，因此，在拓展PPP项目前，社会资本方应落实PPP项目融资需要哪些条件应认真分析。

Abstract： For the social capital side to invest in PPP projects， how can it be smoothly promoted， complete the investment and financing， construction， operation and other responsibilities required by the government side， and realize its own interests， whether it is central enterprises， state-owned enterprises or private enterprises are difficult. Among them， project financing is the key point and necessary condition for the success or failure of the project. Therefore， before expanding a PPP project， the social capital party should carefully analyze what conditions are needed to implement PPP project financing.

0  引言

简单来说，PPP项目融资落实主要依靠两点，一是PPP项目合规性，包括PPP流程的合规性、建设项目自身的合规性以及主体的合规性等方面，项目合规性是项目顺利推动的前提、融资落实前提，也是社会资本方利益实现的主要保障。二是PPP项目的还款来源，涉及到政府付费和政府可行性缺口补助项目，还款来源主要是社会资本方、PPP项目公司在履行项目合同项下义务，通过政府方的绩效考核后政府财政部门或实施机构付给项目公司的可用性付费和运维付费。公益类PPP项目的还款来源是否可靠主要依靠政府财力和政府信用，了解政府、了解地方成了社会资本方必须要做的功课，具体影响政府付费类PPP项目融资的条件包括以下几个方面。

1  政府财政信息

1.1 财政收入情况

如果PPP项目是政府付费或可行性缺口补助项目，政府财力是项目投资的主要参考依据，也是项目进入运营期的回款来源，至关重要。这里需要关注政府财力是政府可以使用的财力，主要包括一般性预算收入、转移支付中的一般性转移支付收入、上级返还收入、政府性基金收入和国有资本经营性收入，一般不包括专项转移支付，因为专项转移支付涉及到项目专款专用，政府无法随意支配用于偿还政府债务。……
