摘  要：近年来，城镇“小火亡人”事故成高发态势，给广大人民群众造成了严重的损失和惨痛的教训。但与此同时，“小火亡人”事故因其过火面积小，经济损失小、社会影响力小等特点，并未受到重视。同时，由于“小火亡人”事故多出现在居民住宅、“九小场所”等地，也是火灾防控的难点和薄弱环节。本文通过几个“小火亡人”事故案例，分析了城镇“小火亡人”事故的成因，提出了相应的防控对策，以期对遏制“小火亡人”事故起到一定的借鉴作用。

Causes and Prevention and Control Measures of "People Killed in Small Fires" in Cities and Towns

Abstract： In recent years， the accidents of "people killed by small fires" in cities and towns have become a high incidence， which has caused serious losses and painful lessons to the masses of the people. However， at the same time， because of its small fire area， small economic loss and small social influence， the accident has not been paid attention to by the people. At the same time， because the "small fire death" accidents often occur in residential buildings and "nine small places"， it is also the difficulty and weak link of fire prevention and control. In this paper， through several cases of "people killed in small fire" accident， the causes of the accident were analyzed， and the corresponding prevention and control measures were put forward， so as to play a certain reference role in curbing the "small fire" accident.

近幾年“小火亡人”这个词被频繁提起，仅就媒体报道，就有多起案例：2015年6月25日，郑州市金水区西关虎屯新区一居民楼楼梯间发生火灾，共造成15人死亡、2人受伤，然而，火灾过火面积仅有4m2;2018年2月15日，上海市普陀区中山北路一处出租屋发生火灾，造成4人死亡;2018年4月1日，北京市海淀区中关村大街水磨西社区一个电动车商店发生火灾，过火面积仅有50m2，事故导致4人死亡。应急管理部和国家统计局的资料显示：“10年间782起较大及重特大火灾中，半数以上发生在面积不足400m2的火场中，却造成了平均每起案件5人遇难的严重后果。”;“发生在小商店、作坊等“多功能”小空间的亡人火灾多达333起，且较大以上火灾占到近一成”。
