[摘 要]依据新发展理念，构建海洋经济高质量评价指标体系，从时间和空间两个维度对金融发展、海洋经济高质量发展综合指数进行测算，进而建立耦合协调度模型分析金融发展与海洋经济高质量发展的耦合协调关系。研究发现，沿海5省市金融和海洋经济高质量发展综合指数均呈波动上升趋势，地区间差异较小。耦合协调度模型的测算结果显示：沿海5省市金融发展与海洋经济高质量发展的协调水平逐年提升，均已达到良好协调水平，反映了金融发展有效促进了省域海洋经济的高质量发展，但尚未达到优质协调水平，说明两者协调水平有待于进一步提升。

Analysis of the coupling coordination between financial development and

high-quality development of marine economy

Abstract：Based on the new development concept，this study constructs a high-quality evaluation index system of marine economy，calculates the comprehensive index of financial development and marine economy development quality from two dimensions of time and space，and then establishes a coupling coordination degree model to analyze the coupling coordination relationship between financial development and high quality development of marine economy. It is found that the comprehensive index of high-quality development of finance and marine economy in the five coastal provinces and cities shows a trend of fluctuation and increase，and that the regional differences are small. The calculation results of the coupling coordination degree model show that the coordination level of the financial development and the high-quality development of the marine economy in the five coastal provinces has been improved year by year，which has reached a good coordination level，reflecting that the financial development has effectively promoted the high-quality development of the marine economy in the province，but has not yet reached a good coordination level，indicating that the coordination level of the two needs to be further improved.

一、引言

21世紀是海洋世纪。党的十九大报告提出，“坚持陆海统筹，加快建设海洋强国”。党中央把加快建设海洋强国战略提升为中国特色社会主义事业的重要组成部分，提出了一系列创新发展海洋经济的重大政策，有力推动了海洋经济发展。同时，金融是现代经济的核心，完善的金融服务体系是壮大海洋经济的重要保障。2018年1月，中国人民银行、国家海洋局等八部门联合印发的《关于改进和加强海洋经济发展金融服务的指导意见》指出，要“统筹优化金融资源，改进和加强海洋经济发展金融服务，推动海洋经济向质量效益型转变”。这充分表明金融服务海洋经济发展的能力是关系海洋经济实现高质量发展的关键。……
