[摘    要 ]海关是较早实现信息化的中央直属机构，经过近40年的发展，各种信息技术在海关诸多业务领域得到了极为广泛化的应用。但是随着技术的不断进步，各类新型网络攻击手段层出不穷，给海关信息系统带来了极大威胁。信息安全等级保护制度，是维护国家信息安全的根本保障。2019年5月，网络安全等级保护2.0国家标准正式发布，信息安全技术与网络安全保护迈入一个全新时代。本文的主要内容是在网络安全等级保护2.0体系下，对中小型海关网络安全体系状况进行研究并分析问题，提出整改意见，为中小型海关实施等级保护测评提供指导。

[Abstract]Customs is an organization directly under the central government which has realized informatization earlier. After nearly 40 years of development， various information technologies have been widely used in many fields of customs business. However， with the continuous progress of technology， all kinds of new network attack means emerge in endlessly， which brings great threat to customs information system. The classified protection system of information security is the fundamental guarantee of national information security. In May 2019， the national standard of network security level protection 2.0 was officially released， and information security technology and network security protection entered a new era. The main content of this paper is to study the network security system of small and medium-sized customs under the network security classified protection 2.0 system， analyze the problems， and put forward the rectification suggestions， so as to provide guidance for the evaluation of the classified protection of the small and medium-sized customs.

2019年5月，《網络安全等级保护基本要求》（GB/T22239-2019）、《网络安全等级保护测评要求》（GB/T28448-2019）和《网络安全级保护安全设计技术要求》（GB/T25070-2019）三项国家标准正式发布，标志着等级保护工作迈入2.0时代。信息安全等级保护制度是提高网络安全保障能力和水平，维护国家安全、社会稳定和公共利益，保障和促进信息化建设健康发展的一项基本制度，是开展信息安全保护工作的有效办法。以下将在网络安全等级保护2.0体系下，对中小型海关网络安全体系状况进行介绍，分析差距，提出整改意见。
