摘  要：医院信息系统互联互通标准化测评是推动医院信息化建设的有力抓手。本文介绍了医院信息系统测评的建设内容，根据国家对互联互通评测的要求，分析医院信息化现状，解决现有问题，实现互联互通标准化建设的规范要求。在建设实施过程中，依靠科学的方法论，对医院现有业务流程进行调研分析，全面整理升级医院现有信息系统、数据资源、整体服务架构，形成具有自身特色的临床辅助诊疗及辅助管理决策相关应用，通过互联互通测评提升医院信息化整体水平。

Abstract：Standardized evaluation of hospital information system interconnection is a powerful grasp to promote hospital information construction. This paper introduces the construction content of the hospital information system evaluation. According to the requirements of the state for the evaluation of interconnection and interconnection，it analyses the current situation of hospital informatization，solves the existing problems，realizes the goal and norm of interconnection and standardization construction. In the process of construction and implementation，relying on scientific methodology，it investigates and analyses the existing business process of the hospital，and comprehensively arranges and upgrades the existing hospital information system，data resources，the overall service structure，the formation of its own characteristics of clinical assistant diagnosis and treatment and assistant management decision-making related applications，through interconnection and evaluation to enhance the overall level of hospital informatization.

0  引  言

“十二五”以來，我国医疗健康信息标准开发工作已取得显著成果，围绕医院信息化建设、区域卫生信息化建设等多个方面分期分批编制完成了283项国家医疗健康信息标准，建立起了我国医疗健康信息标准开发主体框架，促进了各省市、各医疗机构信息互联互通与业务交互。为推动标准的应用落地，提升各级各类医疗卫生机构信息化、标准化建设与应用水平，国家卫生计生委统计信息中心自2013年开始组织开展国家医疗健康信息互联互通标准化成熟度测评试点工作。

青岛市第三人民医院始建于1931年，是青岛市卫生计生委直属的三级综合性医院，编制床位800张，设有30余个临床医技科室。医院着力提升整体医疗水平，建立与国内外知名医院的专业合作，积极推进新学科、新技术、新项目的开展。医院信息化各方面工作稳健进行，形成了“以一卡通为主线，以患者为中心”的智慧医院信息支持体系，涵盖了医疗管理、临床诊疗、运营管理等方面。……
