摘要：习近平总书记指出，“思想政治工作是国有企业的传家宝。”党政军民学，东西南北中，党是领导一切的。党的领导是我国国有企业最显著的特征，也是最大的优势。党对国有企业的领导，很重要的一个方面就是对思想政治工作的领导，即通过做好国有企业的思想政治工作，为国有企业党的建设和政治建设提供强有力的思想保障、舆论基础和精神动力。

How to construct high quality ideological and political work to promote high quality development

Abstract： general secretary xi jinping pointed out that "ideological and political work is an heirloom of state-owned enterprises." Party and government， military and civilian studies， east， west， north， south and central， the party is the leader of all. The leadership of the party is the most prominent feature and the biggest advantage of our state-owned enterprises. One of the most important aspects of the party's leadership over state-owned enterprises is its leadership over ideological and political work. That is to say， by doing a good job in the ideological and political work of state-owned enterprises， the party's construction and political construction in state-owned enterprises can be provided with strong ideological guarantee， public opinion basis and spiritual motivation.

1研究背景

十九大報告指出，“我国经济已由高速增长阶段转向高质量发展阶段”，这一论断为国内企业知名了新的发展方向，国家、省市以及城镇都不在片面的追求速度，而是转向质量把控。企业作为市场经济的主要组成部分，企业能否完成产业升级，科学优化经济结构，创新发展模式是我国向高质量发展的关键节点。

2思想政治工作对经济高质量发展的价值体现

2.1凝聚思想合力，推动经济发展

现阶段我国进入新时代，如果广大民众或者企业员工没有转变传统的思想意识，必然会阻碍高质量经济的发展。开展思想政治工作，就是将不统一的经济发展思想统一起来，将落后的、不符合时代要求的思想淘汰掉，用十九大的精神武装广大民众或企业员工，在思想上和党中央保持高度一致，高度认同发展理念。
