摘 要：农村水利设施的主要目的是确保农村人畜的安全饮水和农田的灌溉用水。为了充分发挥出农村水利设施的效用，对其进行科学管理至关重要。目前，我国农村普遍存在水利设施建成之后荒废的现象，并没有最大化地发挥出工程效益，不但浪费了资源，还阻碍了农村的发展。本文针对农村水利设施的荒废现象，提出了相应的治理措施，希望能对促进农村经济发展有所帮助。

Abstract： The main purpose of rural water conservancy facilities is to ensure the safe drinking water of rural people and livestock and the irrigation water of farmland. In order to give full play to the utility of rural water conservancy facilities， scientific management of them is very important. At present， after the construction of rural water conservancy facilities in our country， there is a phenomenon of neglect， which does not maximize the benefits of the project. It not only wastes resources， but also hinders the development of rural areas. This paper aimed at the waste phenomenon of rural water conservancy facilities， and put forward corresponding measures for governance， hoping to help promote rural economic development.

在現代农业建设中，水利设施是不可或缺的重要部分，是农村经济发展的基础。兴建水利设施不但有助于农田的高产稳产，还能够提升农业综合生产力。近年来，随着我国农村务农人员的减少，农业收益的降低，整个农村集体经济呈现出低迷的情况，农村的水利设施也被人们所忽视，有很多都处于荒废状态。找出农村水利设施荒废的原因，并采取有针对性的措施具有非常重要的现实意义，不但能够满足现代农业的基本需求，还能有效促进农村经济的快速发展。

1 农村水利设施荒废情况

农业受天气影响较大。自古以来，缺水严重就极大地影响了农业生产，尤其是在我国北方地区，降水量较少，经常会发生旱情。建国以来，农村经济得到了快速发展，也提高了对水利设施建设的重视，建成了许多新河道和大型水利枢纽工程，农业灌溉面积翻了几番，使得广大农民群众在抗旱保收方面有了保障。……
