Abstract：Strengthening grass-roots party construction to promote poverty alleviation is an important experience for the poverty-stricken areas to shake off poverty and become prosperous. Akesu Prefecture， as one of the “three districts and three prefectures”of deep poverty， persists in the idea of “strengthening grass-roots party construction to promote poverty alleviation”， combines grass-roots party construction with poverty alleviation to “grasp， integrate and promote these two key links”and lay a solid foundation for poverty alleviation based on grass-roots party construction.

摘 要：通过抓好党建促进脱贫，是贫困地区脱贫致富的一条重要经验。阿克苏地区作为国家“三区三州”深度贫困区域之一，在脱贫攻坚工作中坚持“围绕脱贫抓党建、抓好党建促脱贫”的思路，把加强基层党组织建设同脱贫攻坚有机结合起来，实现党的建设和精准扶贫、精准脱贫“两手抓、两融和、两促进”，穷实脱贫攻坚的基层基础。

习近平总书记强调，越是进行脱贫攻坚战，越是要加强和改善党的领导。通过抓好党建促进脱贫，是贫困地区脱贫致富的一条重要经验。[1]阿克苏地区作为国家“三区三州”深度贫困区域之一，在脱贫攻坚工作中坚持“围绕脱贫抓党建、抓好党建促脱贫”的思路，把加强基层党组织建设同脱贫攻坚有机结合起来，充分利用“访惠聚”驻村工作和“民族团结一家亲”活动等有效载体，充分发挥党组织的战斗堡垒作用和共产党员的先锋模范作用，把精准扶贫、精准脱贫决策部署转化为各级领导班子、各级党组织、广大党员干部奋发有为的实际行动，为脱贫攻坚凝聚人心、汇集力量，实现党的建设和精准扶贫、精准脱贫“两手抓、两融和、两促进”，穷实脱贫攻坚的基层基础。

坚持民生优先、民生先动，不断完善农村基层党组织设置，加大在村民小组、放牧点、农民专业合作社、农业产业链等重点领域中建立党组织的力度……
