【摘 要】当前核安全文化建设已成为核电企业的必要文化需求，秦山核电的建设是随着我国改革开放同时起步，在核能事业安全高效发展的同时，企业的核安全文化建设经验逐渐积累和完善。本文介绍了秦山核电站在建设核安全文化过程中一些先进经验，为国内核电企业的核安全文化建设提供一定借鉴参考范例。

A Brief Analysis of Cultural Construction Experience of Nuclear Security

——Take qinshan nuclear power plant as an example

【Abstract】At present， the construction of nuclear safety culture has become a necessary cultural demand for nuclear power enterprises. The construction of Qinshan Nuclear Power has started with the reform and opening up of China. While the nuclear energy industry is developing safely and efficiently， the experience of nuclear safety culture construction has gradually accumulated and improved. This paper introduces some advanced experiences of Qinshan Nuclear Power Plant in the process of building nuclear safety culture， and provides some reference examples for the construction of nuclear safety culture of domestic nuclear power enterprises.

當今社会核安全不言而喻，以中国核电集团下属的核电产业而言，建设核安全文化是企业文化重要的体现，也是企业中工作人员均需要树立的意识形态。基于核安全文化的意识形态，中国核电的工作人员的安全意识已由原先的“要我安全”转变为“我要安全”[1]。可想而知，如果企业对核安全建设上升至一种文化需求，可以认为核电企业已经极为重视其自身核安全。基于上述企业文化，中国核电团结一致，巩固了整个公司的安全基础，以主营业务为核心去开拓外界市场，体现了核工业队伍高素质的形象。本文中国核电秦山核电站为例，简述核电企业核安全文化建设相关内容。

1 核安全文化建设体系建设重要性

2017年，“华龙一号”国内外4台示范工程进展有序，成为全球唯一按照计划进度建设的三代压水堆核电型号工程;秦山一期30万机组，秦山二期1号、2号、3号机组WANO综合指数为100分，排名世界第一;田湾核电2号机组刷新VVER机组最优大修工期记录……这些成绩的取得离不开中国核电坚持执行的核安全管理措施与观念。
