[摘要]中医药适宜技术具有预防、保健、康复等方面的综合优势，在社区中有良好的群众基础。国家和市区级层面也多次发文鼓励在社区推进中医药服务建设工作。中医药适宜技术在社区卫生服务发展潜力巨大，但同时也伴随着多种不利因素。本文采用SWOT态势分析法，依托上海市多年的家庭医生制度运作经验，从内部环境（优势和劣势）和外部条件（机遇和风险）等角度分析在上海市家庭医生制度下推广中医药适宜技术的条件与现状，并提出相应的发展策略。

[Abstract] The appropriate technology of traditional Chinese medicine （TCM） has comprehensive advantages in areas of prevention， health care， rehabilitation in communities， which is a good mass base in the community. On a policy level， the Chinese Central Government and regional government have issued many public documents to encourage the promotion of TCM services in communities. As a consequence， TCM techniques possess a great promoting potentiality in communities. However， it is accompanied by a variety of unfavorable factors at the same time. By using the methods of SWOT analysis， this paper attempts to evaluate the development circumstances of the TCM techniques， based on the particular family doctor system in Shanghai， from the perspective of internal environment （advantages and disadvantages） and external conditions （opportunities and risks）， which analyzed the conditions and current situation of promoting appropriate technology of TCM within the family doctor system in Shanghai， and put forward the corresponding development strategy.

2016年6月，國家多部委制定的《关于推进家庭医生签约服务的指导意见》发布[1]，要求突出推进中西医结合治疗，充分地发挥中医药在基本医疗和预防保健方面的重要作用，积极引导中医师等作为家庭医生在基层提供签约服务，并争取在2020年实现家庭医生签约服务制度的全覆盖。2017年8月，上海市印发《上海市基层中医药服务能力提升工程“十三五”行动计划实施方案》[2]，要求在基层加强中医药适宜技术推广与应用。家庭医生是指与社区家庭签约的全科医生，中医药适宜技术一般是指安全有效、成本相对低廉和简便易学的中医药技术。家庭医生制度在上海已实施多年，是提供社区医疗服务的主要制度形式，其与中医药适宜技术在基层社区有天然的契合点。本文采用SWOT态势分析法，从优势……
