摘 要：随着信息化的普及，水文水资源信息化建设的重要性日益凸显。因此，需要不断提高水文水資源领域的信息化建设水平。与其他产业信息化建设相比，水文水资源信息化建设存在严重短板且比较落后。因此，通过分析我国水文水资源信息化建设的管理现状，将进一步阐述我国水文水资源信息化管理基本功能和基本思路。

Abstract： With the popularization of information technology， With the popularization of information technology， the importance of hydrology and water resources information construction has become increasingly prominent. Therefore， it is necessary to continuously improve the level of information construction in the field of hydrology and water resources.However， compared with other industry informatization construction， the construction of hydrological water resources informatization has serious shortcomings and is relatively backward. The present situation of information management of hydrology and water resources in our country was analyzed， the basic functions and basic ideas of information management of hydrology and water resources in our country  was expounded.

1 我国水文水资源信息化建设管理的现状

水文水资源信息化建设管理工作起步在20世纪70年代，主要通过积极引进国外先进的通信、电子、计算机技术的推广和使用来实现。随着信息化技术的发展，信息化自动化建设在各行业都得到了普遍推广，方便了人们的工作和生活。近几年，科技的快速发展带动了应用遥测、遥感技术和计算机网络等更加先进的技术来为水文水资源信息化管理服务，同时水文水资源信息化管理已经在防汛抗旱工作中初显优势。与国际先进水平相比，我国的水文水资源信息化活动仍存在差距，特别是受传统思想和施工难度的影响，水文水资源信息化发展缓慢。当前，信息化技术在水利和防洪工作中体现出越来越高的价值，水文学家应强化思想认识，转换工作方式，提高水文水资源工作中信息化技术的应用，以更好地促进水文水资源工作的开展。

1.1 水文信息资料的整编和存储

从水文信息化管理工作起步开始，我国已经开始全面运用TQ-16型计算机技术、VAX小型机技术和微机技术进行水文数据的整编和存储，现阶段已经深度发展到运用客户机、服务器的模式对水文水资源信息进行管理。……
